This verbal root's forms are to be done in parasmaipada. However, where there is sam- prefix and it is connected with a noun in instrumental (3rd case), ātmanepada is to be used. For eg., aśvena sañcarate.²

A very famous quote:

यस्तु सञ्चरते देशान् यस्तु सेवते पण्डितान्। तस्य विस्तरिता बुद्धिस्तैलबिन्दुरिवाऽम्भसि॥ ³

The usage here is otherwise as the word in instrumental case which shall have connection verbal form is absent. Then how is this usage of ātmanepada correct?
