This verbal root's forms are to be done in parasmaipada. However, where there is sam- prefix and it is connected with a noun in instrumental (3rd case), ātmanepada is to be used. For eg., aśvena sañcarate.2
A very famous quote:
यस्तु सञ्चरते देशान् यस्तु सेवते पण्डितान्। तस्य विस्तरिता बुद्धिस्तैलबिन्दुरिवाऽम्भसि॥ 3
The usage here is otherwise as the word in instrumental case which shall have connection verbal form is absent. Then how is this usage of ātmanepada correct?
Unable to find original source. However it is attributed to Cāṇakyanīti here and there. The version of Cāṇakya Nīti in sanskritdocuments.org doesn't mention the same.↩
